Director/Founder
Jamie Finch FCIHT, FIHE
Jamie Finch FCIHT, FIHE is a highly qualified and experienced Civil Engineering professional, holding an HNC in Civil Engineering with Distinction and specialising in urban drainage, flood risk, highways and transportation. He brings 30 years of experience in the civil engineering and construction industry, which has led to his election as a Fellow of two respected professional bodies: the Chartered Institute of Highways and Transportation and the Institute of Highway Engineers. These fellowships recognise his extensive knowledge and expertise in highways and urban drainage.
Jamie has broad experience across highway maintenance and design, highway structures, all aspects of drainage infrastructure, and both residential and commercial development. With particular regard to drainage, he has worked extensively in highway and urban drainage and flood risk management since 2009, when he held a technical design and flood risk solutions role within a local authority.
He subsequently moved into the private sector, where he successfully led a team of highway and urban drainage designers, delivering schemes for residential, commercial, agricultural, and local authority clients. His work has included the preparation of a wide range of flood risk assessments addressing all sources of flooding.
Jamie later spent several years leading both internal and external engineering teams for major and medium-sized residential developers. During this time, he worked on projects ranging from small five-unit developments to large strategic schemes of up to 3,000 units, with a particular focus on highway masterplanning and urban drainage strategies.
Building on this experience, Jamie founded Roads & Sewers for Planning & Design, which has since become a successful and trusted design consultancy serving clients across the southeast of England and beyond.
Civil Engineer
Luke Shaw AMIHE
Luke Shaw AMIHE is a qualified Civil Engineering professional with an HNC in Civil Engineering and over eight years’ experience in the construction industry. His background includes more than three years in a dedicated engineering role specialising in Highways, Urban Drainage Design and Flood Risk Assessments.
Luke began his career with a large national housing developer, working as a Drawing Administrator within the Technical team. In this role, he worked closely with engineers, planners and site teams, gaining valuable insight into residential infrastructure design and the regulatory approval process. This early exposure to development projects sparked his interest in civil engineering and laid the foundation for his technical progression.
Since transitioning into an engineering role, Luke has been responsible for preparing Drainage Strategy Reports, detailed surface and foul water drainage designs, Flood Risk Assessments and highway infrastructure proposals. He has experience liaising with Local Planning Authorities, Lead Local Flood Authorities and other statutory consultees to support planning submissions and secure technical approvals.
Luke combines a strong understanding of construction delivery with sound engineering principles, enabling him to produce practical, policy-compliant and buildable design solutions that support successful project outcomes.
Apprentice Civil Engineer
Finley Langthorne
Finley Langthorne is an Apprentice Civil Engineer at RSPD with a strong and longstanding passion for the construction industry. His interest in construction began at an early age, influenced by his family’s involvement in the sector, and this early exposure has shaped his ambition to develop a successful, long-term career in civil engineering.
Finley began his career working as a subcontractor within his family business, where he gained valuable hands-on experience across a variety of construction projects. During this time, he regularly attended meetings alongside his father with clients, surveyors, and engineers, providing him with early insight into the technical, commercial, and professional aspects of the industry.
Motivated to build on this foundation, Finley pursued a T Level 3 qualification in Construction (Design, Planning and Surveying). It was during this programme that he joined RSPD, beginning his formal development within civil engineering. RSPD is now supporting Finley in progressing to a Level 4 Civil Engineering course, working towards achieving his HNC qualification to further enhance his technical expertise.
Throughout his time at RSPD, Finley has contributed to and delivered numerous Flood Risk Assessments, Drainage Strategies and Designs, and Highway Access Reports across a range of development projects. He has demonstrated a strong understanding of relevant design standards and planning policies, ensuring that submissions meet the requirements of Local Authorities and Statutory Consultees.
